Climate finance is becoming one of the most decisive forces shaping South Asia’s development trajectory. Yet the region home to some of the world’s most climate-vulnerable countries often faces structural barriers in accessing and implementing global climate funds effectively. The South Asia Stakeholder Consultation on the Climate Investment Funds (CIF) brought together civil society leaders, researchers, financial experts, and development practitioners from across the region to examine how international climate finance is working in practice, and where it is falling short.
The consultation highlights a critical moment: while CIF investments have helped mobilize billions for renewable energy and climate initiatives, significant gaps remain in adaptation financing, transparency, local participation, and the speed at which funds reach communities on the frontlines of climate risk. In a region facing rising climate hazards, ecosystem pressures, and growing fiscal constraints, these challenges are no longer technical issues they are questions of equity, governance, and resilience. The insights presented here reflect a collective regional effort to ensure that climate finance better protects ecosystems, strengthens economic stability, and empowers vulnerable communities across South Asia.
