A stronger LDC graduation governance framework moves beyond headline GDP growth to ask a more fundamental question: is a country's natural, institutional, and security capital strong enough to sustain prosperity once international support ends? Today's graduation system measures economic progress, yet overlooks whether the ecological systems, governance capacity, and resilience that underpin that progress are quietly being depleted.
Closing this gap creates a pathway to more durable and credible development outcomes. By integrating a Net Capital Sustainability Test into the graduation process, policymakers can distinguish temporary economic gains from genuinely resilient progress, ensuring that countries transition with stronger institutions, healthier ecosystems, and greater disaster preparedness rather than heightened exposure to future shocks. Instead of relying on ad hoc exceptions when vulnerabilities emerge, this approach establishes a transparent, evidence-driven framework that aligns economic achievement with long-term resilience.
